real estate broker or is he just a promoter?

A real estate broker buys a piece of property with other investors in say Florida for example. I want to know if the real estate broker can take a commission of the deal as a founder and then turn around and charge a commission as the buyer’s broker? Is he bound by the fiduciary duties of a real estate broker or is he just a promoter?
