Thumbs up Can the co-op force to winterize this year?

Our co-op building is very old and is located in Cambria Heights, New York City. The builds are very hard to heat. Each winter our co-op gives us a list of winterizing recommendation. Last winter, one owner refused to winterize, saying that it would make her unit hard to resell. Then, when she complained that her apartment was inadequately heated, we had to overheat the rest of the building to accommodate her. Can the co-op force her to winterize this year?
