Default Does it have authority to assess the building expenses to one shareholder?

Our co-op building in Los Angeles, CA is being required to install safety railings on the roof. I have used and have maintained a deck on the roof for several years. Who is responsible for installing the railings? Is the co-op responsible? Does it have authority to assess the building expenses to one shareholder?
