Question Is this true? Why?

I am living in an apartment in New York City. One of my officemates who is also a friend of mine is expanding her apartment by buying an adjacent apartment. She wants a big space aside from the fact that it is an investment for her. She is planning for a big renovation. She wants a bigger space in the kitchen because she loves to cook. She was told that she would have to remove the second kitchen because there is a New York law that prohibits two kitchens in one apartment. Is this true? Why?
