floors popping and cracking

I am living here in Wisconsin. A year ago I built a two story home but I have some problems with the second story floors popping and cracking. The contractor came back and put screws in some areas of the floor but it has not resolved the problem. Can something be done to correct this? Can I claim on something against the contractor? What should I do?
